Candis Freeman is a graduate of the University of Tennessee at Martin with a BS in Criminal Justice. She is a senior administrative professional with over 15 years’ experience and the founder and Executive Director of Freeman Outreach Center, a non-profit organization that helps children and families to effectively deal with behavioral, social, and emotional challenges.

Ms. Freeman currently serves on the Memphis/Shelby County Juvenile Court Juvenile Detention Alternative Initiative Governing Committee (JDAI) and is the former chair of the Alternatives to Detention committee which is working to create a continuum of alternatives to detention programs in Shelby County for justice involved youth. She also served as chair of the Shelby County Government Juvenile Justice Consortium that advocates for the fair administration of justice for juveniles. In addition, Rule 31 Listed General Civil/Family Mediator, a member of the Memphis Bar Association, a member of the American Bar Association, and a State of Tennessee Notary Public.

 Memphis/Shelby County Juvenile Court Cease Fire Program
 Catering 2 Kids Summer Feeding Program providing breakfast and lunch meals to children 18 yrs. old and younger to fight child hunger in Shelby County
 Partnered with the City of Memphis Office of Youth Services and provided summer jobs for youth
 Partnered with Shelby County Sheriff’s Crime Prevention Bureau organizing speaking engagements with discussions on drug awareness, choices we make, gangs, and bullying
 Partnered with TN Achieve to offer community service opportunities which helped 24 youth obtain scholarships to attend college for 2 yrs. free in Tennessee
